Rubaiya Saeed kidnapping case came into limelight
Latram was in limelight in 1989 for his role in the kidnapping of Rubaiya Sayeed, the daughter of the then Union Home Minister Mufti Mohammad Sayeed. He made international headlines in 1999 when he was released along with Jaish chief Masood Azhar and Harkat-ul-Mujahideen chief Omar Saeed Sheikh in exchange for a hijacked Indian Airlines plane in the Afghan city of Kandahar.

Al-Umar Mujahideen terrorist group was formed
Considered a dreaded terrorist, Zargar was associated with the Jammu and Kashmir Liberation Front (JKLF) in the early 1990s but later disassociated himself from the group. He formed his own al-Umar Mujahideen terrorist group. He was arrested on May 15, 1992. Following his arrest, he was interrogated for several weeks by senior police, army and intelligence officers. He was later released from prison on 31 December 1999 under the IC 814 hostage exchange deal.
Connected to many terrorist organizations
Masood Azhar was behind the attack on Parliament in 2001, while Sheikh Omar killed Daniel Pearl, an American journalist working for ‘The Wall Street Journal’. Zargar’s two marla (545 sq ft) house (Khasra No. 182) was in Ganai Mohalla, Jamia Masjid, Nowhatta, Srinagar. After his release, Zargar has been working from Pakistan and providing funds to terrorist activities in the Kashmir Valley. Zargar has also been involved in other heinous crimes including murders and has close links with other terrorist organizations like Al-Qaeda and JeM.
Action under UAPA
The Jammu and Kashmir administration attached the house of fugitive terrorist Mushtaq Ahmed Zargar alias Latram in Nowhatta area of Srinagar. Police personnel have pasted the notice of attachment on the house. Latram is reported to be living in Pakistan Occupied Kashmir. The building, situated on a 540 sq ft plot, has been attached under the stringent Unlawful Activities (Prevention) Act on the orders of the Union Home Ministry.

Latram was designated as a terrorist under the stringent UAPA in April last year. The move empowered security agencies to attach his assets. Last year, a Home Ministry notification had said that Zargar was a threat to peace not only in India but across the world due to his links and proximity with radical terrorist groups like Al-Qaeda and Jaish-e-Mohammed and the central government should He is believed to be involved in terrorism.
