IndiaThe election process goes on almost every year. Assembly and local body elections are held at different times in different states. Due to the code of conduct imposed in these, the development work comes to a standstill for about six months. Recently, on Constitution Day, Prime Minister Narendra Modi had talked about the system of ‘one nation, one election’ and implementation of single voter list in the All India Presiding Officer Conference.
Simultaneous elections have been held before
The system of ‘One Nation, One Election’ can give a new shape to the Indian election process. Through this, there is a concept of holding Lok Sabha and Vidhansabha elections together. Anyway, after independence, in the years 1952, 1957, 1962 and 1967, Lok Sabha and assembly elections have been held simultaneously. After the year 1967, many times the Lok Sabha and the Vidhansabha were dissolved at different times, due to which this sequence was broken. At the same time, due to the separation of Lok Sabha and Assembly elections, the expenditure on this also increased. That’s why ‘One Nation, One Election’ is the need of the hour. In 1999, the Law Commission also supported it in one of its reports. For this, the need to make some amendments in the Constitution and the People’s Representative Act was also told.
the burden on the exchequer will decrease
Recently, in a report of the Parliamentary Committee presented in the House, it was said that if all types of elections are conducted in the country in one go, not only will it reduce the burden on the exchequer, but along with reducing the expenditure of political parties- Along with this, maximum utilization of human resources can also be done. Along with this, the growing apathy of the voters towards voting will also reduce. Let us tell you that Prime Minister Narendra Modi has also said many times that one country-one election is not only a topic of discussion now, but it is also the need of the hour in India, because every month elections are being held somewhere in the country.
Expenditure will increase on development
One nation-one election will save the money spent on repeated elections. It will be able to be used in such works as education, health and water crisis prevention etc., which will improve the standard of living of the people. Many countries have adopted the system of one country-one election to speed up development. Rs 1100 crore was spent in the 2009 Lok Sabha elections, in 2014 Rs 4000 crore was spent. About six thousand crores was spent in the last Lok Sabha elections. The situation has been the same in the assembly elections as well. Along with this, all kinds of development works get hampered due to the code of conduct imposed due to frequent elections.
harmony will increase
If elections are held simultaneously, then these side effects can also be stopped. Mutual harmony will increase if the Lok Sabha and Vidhansabha elections are held together, because such issues will not arise again and again in the elections, due to which there is a possibility of deteriorating social harmony. Along with this, time and money are also spent on the election of local bodies. If local body elections and their expenses are added to this, then many advantages of holding simultaneous elections are coming to the fore.
divided opinion
Although Prime Minister Narendra Modi has been insisting on holding elections to the Lok Sabha and all the Assemblies together for a long time, the opinion of political parties has been divided on this issue. Last year, when a relevant commission consulted political parties on the issue, some parties supported the idea of one country, one election, but others were against it. Now the time has come that all political parties should discuss the issue of One Nation-One Election with a positive attitude and give their consent for its implementation.
