Ramana made the remarks while hearing a plea by suspended Indian Police Service officer Gurjinder Pal Singh seeking protection from arrest in the criminal cases registered against him in Chhattisgarh.

During the hearing, Chief Justice NV Ramana spoke of atrocities committed by police officers and bureaucrats. I was in favor of setting up of Standing Committees headed by Chief Justices of High Courts to look into complaints of atrocities committed by bureaucrats, especially police officers in this country. Let us tell you that three special leave petitions have been filed before the SC to challenge the order of the Chhattisgarh High Court, which refused to quash the FIR against the petitioner for various offenses including extortion and sedition. The State Anti-Corruption Bureau (ACB) and the Economic Offenses Wing (EOW) had registered an FIR against Singh on June 29 under the Prevention of Corruption Act. It is worth noting that Justice Ramana has already questioned the manner in which the police work. In August, Ramana had expressed concern over incidents of human rights violations in police stations. He said that the police stations are the biggest threat to human rights and physical integrity.
