New Delhi (HS). The Jammu and Kashmir Reorganization (Second Amendment) and Union Territory Government (Amendment) Bill, 2023 was approved by the Parliament.
In the Rajya Sabha, Union Minister of State for Home Nityanand Rai on Monday presented both the bills in the House for discussion and passing. At the time when Rai introduced this bill in the House, the opposition was creating ruckus over the lapse in security of Parliament. Ignoring the uproar, the Chairman started discussion on both the bills simultaneously. 13 members participated in this discussion which lasted for 10 minutes. Rai then moved a motion to pass both the bills and the House passed it by voice vote.
It is noteworthy that in the Jammu and Kashmir Reorganization Second Amendment Bill 2023, there is a provision to reserve 33 percent seats for women in the Jammu and Kashmir Assembly. Its objective is to include women as public representatives in the legal process in the Union Territory. The Union Territory Government Amendment Bill 2023 has a provision to reserve 33 percent seats for women in the Puducherry Assembly. The bill related to giving reservation to women in Lok Sabha, State Assemblies and Delhi has already been passed and has become law. The Lok Sabha on Tuesday passed a bill related to giving 33 percent reservation to women in the Legislative Assembly in Jammu and Kashmir and Puducherry.
