Addressing the Assam Assembly, Birla said, “Democracy is based on discussion and dialogue. But the constant disruption and lack of dignity during discussions in the House are a matter of concern.” He said disagreement between the ruling party and the opposition is natural but “disagreement should not become a cause of stalemate”.
The Speaker advised the political parties to discuss complex issues and ensure that the House functions in such a way that it fulfills the hopes and aspirations of the people.
He said that obstructing the proceedings of the House is not morally and constitutionally correct. Sometimes interruptions are pre-planned. This kind of behavior is even more disturbing.
He said that disruption and adjournment of proceedings are not part of India’s democratic traditions. He asked the public representatives to live up to the expectations of the people.
Birla said that as a diverse country like India is associated with parliamentary democracy and the country is celebrating its 75th year of independence, it has become necessary to revisit how the House, which is an integral part of the system, works. .
Birla is the first Speaker of the Lok Sabha to address the Assam Legislative Assembly. He said that the state is a living example of unity in diversity. “Assam is the bridge that connects the richly diverse Northeast with the rest of India. This diversity makes our democracy more resilient,” he said.
