The condition inside the jails is critical
Responding to the question, Bijendra Prasad Yadav admitted that the jails in the state are overcrowded with 62,108 inmates, including 2,730 women. At present, 47,750 prisoners are lodged in the state jails against their total capacity. He said that women wards are also facing this problem. The minister told the House that the government has taken several steps in this regard, including construction of new jails and jail cells. The Minister said that as of today, the construction work of Divisional Jail at Bhabhua (Kaimur), Jamui, Aurangabad and Arwal and Sub-Jail at Paliganj (Patna) has been completed. In which there will be a capacity to hold a total of 3,285 prisoners.

Minister informed the House
The minister informed the House that apart from this, the government has approved the construction of 33 jail rooms in 15 jails across the state. Whose capacity is to keep 6,534 prisoners. He said that the government has decided to construct new prison building in Madhepura Divisional Jail and new prison buildings in Kahalgaon, Nirmali, Narkatiaganj, Rajgir, Rajauli, Madhaura, Siwan, Gopalganj, Chakia, Pakdidayal, Mahnar, Simri-12 sub-divisions. Bakhtiyarpur, each with a capacity to hold 1,000 prisoners.
BJP raised the question
Intervening in the matter, BJP member Sanjay Paswan urged the government to act swiftly. Alleging untouchability within the four walls, Paswan said, “Victims are going to jail, veterans are coming out”. He demanded some amendments in the existing jail manual. According to the latest report of the Home Department, out of 59 jails in the state, 11 jails have 200 percent more prisoners. These include Adarsh Central Jail, Beur (Patna), Danapur, Sub-Jails at Patna City and Barh and District Jails at Bhabhua, Chhapra, Sitamarhi, Madhepura, Jamui, Aurangabad and Nawada. Of these, the condition of Beur jail is the worst, where 5,876 inmates are lodged against the maximum capacity of 2,360. Similarly, the other nine prisons have 151-200% more inmates than their maximum number. However, in at least 22 jails, the number of inmates is less than their prescribed strength.
