What is IAS?
An IAS is the administrative part of the All India Service of India. These officers are posted in the Central Government, State Government and Public Sector Undertakings and play an important role in the smooth functioning of the government. The recruitment of IAS officers is done by the Union Public Service (UPSC) Commission. The candidates who qualify in this exam are allotted by the Government of India to the states. In this exam, only the top merited candidates are selected for IAS.
What is PCS?
Like UPSC, every state has its own Public Service Commission. Various officers are appointed by these Public Service Commissions through examination at the state level. These officers are called Provincial Civil Services or PCS. In this, successful candidates are appointed to high and important posts like SDM, ARTO, DSP, BDO etc. PCS officers are transferred in the same state in which they are appointed, they cannot be transferred to any other state.
Differences between IAS and PCS
– An IAS is selected by the Civil Services examination conducted by UPSC, while the recruitment examination of PCS is done by the State Civil Services Examination conducted by the State Public Service Commission at all the state level.
IAS recruitment and service matters are decided by the Central Administrative Tribunal set up by the Centre, while PCS recruitment and service matters are decided by the State Administrative Tribunals.
CSAT is a mandatory exam to become an IAS, whereas CSAT paper may or may not be there in the State Public Service Commission exam.
UPSC exam has a qualifying regional language paper, while PCS exam compulsorily has a regional language or statistics paper.
In UPSC exam conducted by the Centre, questions are more conceptual than factual, whereas in PCS more emphasis is laid on factual questions.
The officers selected in the UPSC exam are appointed by the President, while PCS officers are appointed by the Governor of that state.
Only the central government has the right to dismiss an IAS officer during service, while the state government can expel PCS.
An IAS officer should be posted anywhere in the whole country, his salary is the same and this cadre is given by the state. At the same time, the salary of PCS is given by the respective state.

Talking about promotion, an IAS officer can start his career from SDM and go up to the post of Chief Secretary of State and Center. On the other hand, PCS officers can get promoted to the IAS cadre and can go up to the post of secretary in the state.
– IAS officers can be transferred from their state cadre to anywhere in the whole country, but PCS officers are not transferred outside their state.
The salary and pension of an IAS officer is given by his respective cadre, while the salary and pension of PCS officers is arranged by his state government.
IAS & PCS Salary
The salary of an IAS officer is very good. Talking about the 7th Pay Commission, the salary of an IAS officer ranges between Rs 56,100 to 2.5 lakhs per month. At the same time, the salary of PCS officers is also not reduced. Although it varies from state to state. If we talk about UP, here a PCS officer gets salary of Rs 56,000 to Rs 1,32,000 at entry level. On the other hand, after reaching the highest pay level 15, the pay scale ranges between Rs 1,82,200 to Rs 2,24,100. Along with this, they also get many types of facilities.
